METHODOLOGYThis chapter presents the methodology used to collect the information of the competenceskills sets to be addressed by the BLUE-PORTS scheme. In particular, it explains how both exercises have been elaborated and on the basis of which criteria, as well as the instruments and procedures followed to collect and report the results.MARKET SURVEYThe market survey provides a structured approach to gathering comprehensive qualitative data directly from stakeholders who are integral to the port ecosystem, including employers, employees, market key actors, and potential trainees, ensuring that both BLUE PORTS training and certification schemes are well-informed, targeted, and capable of supporting the sustainable transformation of the port industry.This data collection is crucial for understanding the current landscape of skills, educational backgrounds, and professional experiences within the industry. Moreover, it facilitates the identification of emerging trends and future requirements for green skills in the port industry. As the sector evolves towards a sustainable future, anticipating these needs is essential for developing relevant training programs. Lastly, involving a wide range of stakeholders ensures that the diverse perspectives and insights of those directly impacted by the project's objectives and expected results are taken into account. As a result, the survey is an instrument indispensable for the BLUE PORTS project as it ensures the design of an effective training programme and, therefore, that the workforce of small and medium-sized ports in 2030 remains competitive and capable of driving the Green Transition. By engaging key stakeholders, it lays the groundwork for understanding current conditions, while helping in mapping out the trajectory of blue and green skills and jobs demand, allowing for the proactive design of educational materials and training modules that equip port personnel with the necessary competencies for the future.The methodology for developing the survey within the BLUE PORTS project has been conceived to ensure comprehensive data collection and effective implementation and is standard across all four participating countries (Georgia, Greece, Italy and Spain). 2.1.1. MARKET SURVEY TARGET PROFILES / STAKEHOLDERSThe survey was distributed to employers and employees in ports and related sectors, such asport authorities and port operators, among other stakeholders of the port cluster. The survey has focused on the port sector, its current situation and future needs, and therefore does not reflect the opinion of the academic sector.
