                                    BLUE PORTS | D2.5 Identification of present and future skills needs 18The foresight exercise engaged National Technical Committee (NTC) members, who represent the quadruple helix of innovation: industry, academia, authorities, and civil society. This diverse group ensured that all parts of the value chain were considered. 2.2.2. FORESIGH EXERCISE FORMAT AND STRUCTUREThe foresight exercise methodology for the BLUE PORTS project employed a systematic and participative approach to identifying the green and blue skills required for the sustainable growth of small and medium-sized ports by 2030, producing actionable insights to inform the project's training and certification schemes. To facilitate understanding and encourage participation, information was presented in a clear and accessible manner.This exercise was conducted in the first meetings with the NTCs held during the second quarter of 20242. It was designed to be participatory and dynamic, using a well-defined scenario to guide discussions, a fixed list of questions to delimit the debate, and tools like Mentimeter, Slido, Miro, Ideas Cloud, flipcharts or post-it notes to encourage and foster interaction among the participants.The foresight exercise involved several key steps to ensure a comprehensive and participative approach. Each step was carefully timed and structured to facilitate meaningful interaction and productive outcomes, ensuring that the foresight exercise is both effective and engaging. Introduction to the foresight exercise: Participants received a briefing on the purpose and methodology of the exercise, ensuring they understand the context and objectives. This step was crucial for setting the tone and clarifying expectations 2. Description of the scenario: A detailed description of the 2030 scenario was provided, highlighting key trends in the Blue Economy and port employment. This narrative set the stage for the discussions, helping participants to envision the future landscape.3. Guided discussion: Using the scenario as a backdrop, participants engaged in a structured moderated discussion based on predefined questions. This phase was designed to encourage the sharing of insights and perspectives on future skills needs. Participants were prompted to think critically and collaboratively about the challenges and opportunities ahead 4. Recapitulation and summary of results: The exercise concluded with a summary of the identified skill gaps and target groups. Participants reviewed and verified the conclusions, ensuring that the findings were accurate and reflect a consensus.
